If You Break Your Collarbone, Are You Able To Lift Your Arm, If Pain Is Not An Issue?

I know that people who break their collarbone cannot lift their arm on the same side due to pain. If pain is not an issue, can they lift their arm to shoulder height? Does breaking a collarbone render the arm useless?
