Been to the doctor, but I am uninsured and is getting expensive. I use an ice pack and sometimes a heating pad works.

I would recommend seeing a chiropractor. There could be something out of place and it is pinching off one of the nerves.

That sounds really like a heart problem.
But if you are not dead yet, it isnt a heart attack. But it sounds really serious. Try taking an asprin/ advil/ ibprophin/ motrin type of pain reliever. Those tend to help circulation. It is expensive, but i recommend seeing your doctor.
Ask for referral to Orthopaedic doctor. Sounds like your neck is degenerating(getting old and discs drying up). If you want to avoid a doc for awhile(I do not feel you should wait), purchase a foam cervical collar to wear at home, if possible at work. It will help support your head, your neck will be less strained. Since you have pain in arm, and in fingers, you have a nerve irritated, or possibly trapped. While you wait to go to the doc, the nerve damage becomes permanent, leaving you with an arm that is not as strong, as it should be. Try holding someone’s hand back with both hands(one at a time)Push towards them, as hard as possible, they need to hold their push, also. Have them tell you, what side is weaker. If there is nerve damage, there is weakness. You must get some health insurance, or figure something out financially. Ct scans, MRI’s are expensive, but you must have these tests done, to get your situation fixed. There will come a time, believe me, that the pain is going to get so bad, that you will want help, no matter the cost! A rice sock works better than the heating pad. The heat is moist, and soothes better. Good luck, hope for the best.
as long as it isn’t a heart problem go the heat pack =you might even have a pinched nerve=who knows
